Ideas Wanted

The Tourism Promotion Area (TPA) was established by the lodging industry to increase overnight stays in Snohomish County. With funding in place, the TPA is looking to support new ideas and events that bring loads of life and overnight lodging to the county with a new grant program.

Come One, And All

This program is open to applications from public, nonprofit or private entities with a demonstrated ability to accomplish the proposed project. Bring your big ideas to Snohomish County.  The Board meets the third Tuesday of each month at Willis Tucker Park in Snohomish and applications need to be submitted by the first of that month in order to be presented to the Board.

Some projects in our region that we know to be successful include a focus on outdoor recreation, sporting events, conventions and tradeshows, festivals, niche conferences and concerts…but that's not all. Chances are you've got an idea for something we haven't even thought of yet.

We're A Bit Different

The TPA Grant differs from other lodging grants offered by Snohomish County because we may fund, at our discretion, a range of expenses beyond just marketing and promotions. 

TPA funds may include community development programs, bid fees, officials’ fees, venue rental fees, conference/convention or trade show costs, transportation costs and more. Previous median project funding has been $40,000. The TPA generally does not support administrative or personnel-related costs, and projects are one-year funding unless otherwise indicated.

MARCH 2019
2019 Northwest athletic conference (nwac) basketball championships 
  

Everett Community College hosted the 2019 NWAC Men’s & Women’s Basketball Championships March 7-10, 2019 & March 16-17, 2019.  The 2019 tournament featured a new format with 32 teams total over one 4-day weekend, and an additional 2-day weekend following, for six full days of basketball.  This tournament brought an estimated 15,000 visitors to Everett Community College, the City of Everett, and Snohomish County.

MARCH 2019
USA Gymnastics washington xcel bronze and silver state competition

Edmonds Community College welcomed 500 of the top XCEL Bronze and Silver female gymnasts from across Washington State to Seaview Gymnasium from March 15-17. Hosted by Northwest Aerials, approximately 2,000 competitors, family, friends, coaches and support staff were in attendance, a gymnastics event of such caliber that had not previously been hosted in Snohomish County.

usa gymnastics washington xcel regional invitational

Silver, Gold, Platinum and Diamond XCEL gymnasts will gather at the Evergreen State Fairgrounds’ Gary D. Weikel Event Center for this three day competition from April 26-28. Hosted by Northwest Aerials, this regional invitational will welcome participants, spectators, coaches and support staff from across the Pacific Northwest, including Washington, Oregon, Idaho, Montana and Alaska.

NORTHWEST ESPORTS REGIONAL TOURNAMENT SERIES

A leader in the esports community, Northwest Esports brings the regional tournament series to Snohomish County on April 27, 2019. Designed and run by gamers, for gamers, the Regional Tournament Series will welcome gamers from across the Pacific Northwest and beyond, from Canada, Idaho, Montana, Oregon and Washington. Seeking to make Snohomish County the Seattle-area, Esports hub, Northwest Esports envisions the April event as the first of two tournament events in 2019, with a fall 2019 tournament event envisioned to continue the expansion of esports in Snohomish County.

GENERAL REQUIREMENTS

Location: All projects must take place within Snohomish County limits. Reasonable proximity thereof and/or produce overnight stays at lodging properties within Snohomish County.

Acknowledgment: Any published collateral produced as a result of this funding shall prominently feature the following credit: Sponsored by the Snohomish County Tourism Promotion Area Fund.

Legality: All proposed projects must comply with the laws of the Federal Government, State of Washington, and Snohomish County.

APPLICATION REQUIREMENTS

The project applications are due the 1st of each month, and must address the following specific areas:

  • Eligibility: Each applicant will concisely define the service to be provided and to demonstrate how it will do so. The project will be in compliance with state statutes and County ordinances governing the use of Tourism Promotion Area Funds, and will support the strategies in the 2018-2022 Strategic Tourism Plan.

  • Project Summary: The applicant will submit a scope of work, which describes the project in detail. Special consideration will be given to projects that result in overnight stays during off-season: January to May and September to December, as well as multiple hotel impact within the County.

  • Promotion & Marketing Plan: Will include a description of the plan to advertise, publicize, and distribute information for this project. Description should include who will be developing the marketing materials or promotions.

  • Time Line: The scope of work will include a time line indicating when each task will be undertaken and/or completed. Project funding is typically annual, multiyear projects will need to reapply each new calendar year, as needed.

  • Budget: The project budget will include both revenue and expense categories; all income (including in-kind) will be broken out by amount and source, and expenses will be itemized. (In-kind donations and matching amounts must note how the line item was calculated or estimated).

  • Reimbursement: TPA support for funded projects is provided on a reimbursement basis.  Proof of payment must be shown before reimbursement can be made by the County.

  • Reporting: Each funded project applicant will be required to submit a final report and invoice at the end of the project, and may be required to submit periodic progress reports during the course of the project. The final report will include tourism impacts including number of hotel room nights generated by the event. (Final report must be submitted no later than December 31, of the year project takes place.)  Click here for a link to the final report.

  • Contact Person: Each project application will designate a primary individual as the contact for the project. This individual will be the primary representative in dealings with the County.

  • Hotel References: Each project application will include the contact information from representatives of two lodging establishments located within Snohomish County; these contacts will serve as a reference for the project benefit to the lodging industry.

APPLY FOR FUNDING

Purpose

The purpose of these funds are to grow our tourism economy through visitor spending in Snohomish County by encouraging overnight stays. In turn, this will also increase retail, restaurant, transportation, attraction and other local spending. Annually, the travel industry generates more than 10,000 jobs and over one billion dollars in direct visitor spending in our County.

Eligible Expenditures

These funds are made available through the support of Snohomish County Lodging Businesses. For every applicable occupied room night, guests are assessed a small fee that is returned to Snohomish County. Pursuant to RCW 35.101 and Snohomish County Ordinance 10-112, revenue collected from this assessment must be used for activities and expenditures designed to increase tourism promotion and convention business, including but not limited to advertising and marketing materials, marketing and publicizing events, community development programs, bid fees, venue rental fees, conference/ convention or trade shows, transportation costs, operation of a tourism destination marketing organization or otherwise distributing information for the purpose of attracting and welcoming tourists to Snohomish County that result in overnight stays. Alcohol is not an eligible TPA expense.

Who Can Apply?

The program is open to applications from public, non-profit or private entities with a demonstrated ability to create overnight stays for Snohomish County hotels.  Applications are due by the first of each month in order to be presented at the monthly meeting held on the third Tuesday of the month.
